2D Anime Pigeon Comedy

I want to create a short 15 second scene in a 2D animation style at 12fps. A young man is walking down the street when pigeon poop suddenly falls on his shoulder. He looks up and sees the pigeon laughing at him. Then, for a brief moment, we see a pair of shoes flying in and hitting the pigeon on the head while it is still laughing. A ‘zzzzz’ anime-style effect appears to show that the pigeon is dizzy and shaken by the impact. Then the young man takes a tissue from his messenger bag, wipes off the poop, and continues walking with a proud look on his face.
